Why do DNS changes take time to propagate?

DNS records are cached by resolvers worldwide according to their TTL (Time To Live) value. A TTL of 3600 means resolvers cache the old record for up to 1 hour before checking for updates. Lowering TTL before a migration speeds up propagation.
