What is ROT13 and when is it used?

ROT13 is a Caesar cipher with a shift of 13. Because the alphabet has 26 letters, applying ROT13 twice returns the original text — making encode and decode the same operation. It's used to obscure spoilers and puzzle answers online.

Are these ciphers secure for protecting sensitive data?
